Defective product; Rusted at every joint

This towel rail has rusted at all the joints and we are concerned that it will soon rust completely through and start leaking. I called the store today and they are unwilling to do anything about it as we purchased it a year and half ago. This is not normal wear and tear. We would expect a product designed for a damp environment to last longer than 18 months.

This towel rail rusts!. The chrome is so thin that within a few weeks rust begins to develop. The bathroom is obviously a damp environment, and unless the electric is switched on condensation settles on the rail!. Who wants to have to switch the power on even in the hot summer months, but unless you do, rust will quickly develop!
No bleed plug included, when there should of been

I bought this towel radiator 3 days ago, and today had it fitted. The top 2 rungs of the radiator arn't getting hot, and I've just noticed that on B&Q's website it says that a bleed plug should of been included, but there wasn't one in my pack!.
